Probe whether the context may call an operation, telling an authorizer refusal from a denial
Never throws. Without options the authorizers are asked in probe mode ("could the caller call it with some
input?"), for listings. With options, they decide on options.input exactly.

false when the operation is unknown, the permission check fails or an error occurs; otherwise the
