Whether a model class defines a permission check at all: a static canAct of its own (not the base one), or an
instance canAct of its own (not the base one, which denies). A model with neither is refused on every transport.
Subclasses with their own check do not open a class that has none: an object reached through a class must be
allowed by that class too
