Rate limit key of a client address: an IPv4 address is its own key (an IPv4-mapped IPv6 address keys as its IPv4),
an IPv6 address is keyed by its /64 prefix, the smallest block a single host usually owns. Without a client address
(or with an unparsable one) every such request shares the ip:unknown key
