Settings of the configuration secrets encryption, parameters.configurationEncryption

They are never encrypted. A deployment can override them, to use other keys for example.

Encrypter used by the values written encrypt:<value> or sencrypt:<value>

webda config encrypt always writes the encrypter in the encrypted value, so changing it does not break the existing values.
