Wrap a Delta with commit metadata. timestamp defaults to Date.now()
when omitted; all other fields are optional.
Parameters
delta
the delta to wrap
meta?
VersionedPatchMeta = {}
optional metadata (timestamp, author, message, id)
Returns
a VersionedPatch combining the delta with the supplied metadata
