Seal a store continuation token: encrypted with the CryptoService (random IV, padded to 64 bytes) so its value
cannot be read, compared or forged by the client; bound to the model, the query and the caller; and expiring
after ttl (CONTINUATION_TOKEN_TTL_MS)
